Here it is, the big baddy. The unforseen, but totally kick-ass final villain from Kamen Rider W: Utopia!
Utopia's powers are based on hope, and thus he can drain the enegry of hope (or willpower, or whatever you like) from anyone and use it as his own strength. Dang! As well as that, he can use telepathy and create golden wind, lighting and even shoot freakin' fire! Also, he's got a cane...yeah, a cane...that's just how badass this dude is.
The symbol is like, happy people around a city, which is suppose is a fair description of a Utopia haha.
